Digital Rights Management and unclear laws

I am in video production business, as understand the law, if a customer sends me a commercial European video in pal format, the transfer to our NTSC sys, but not duplication, is allowed, but not with this new Canadian Law that looks at circumventing digital locks, I am suppose to throw out my $10,000 digital standards converter as it is designed for this evil purpose.
